If you have a Volkswagen Vanagon that is fitted with a lift for air intake, and therefore do not have a completely flat cab floor, then the gear lever boot is incorporated in a corner.
In order for the boot to fit perfectly to the floor, you need this frame that holds the boot in place. The frame is fitted with plastic clips that often cause the problem. If disassembled too abruptly or incorrectly they break and replacing them is the only way to put the boot back in place.
